5 Prevention and early warning
For environmental accident emergency rescue, the command and leading group is responsible for organizing and implementing the emergency treatment of environmental pollution accidents. 6.3 Alarm, contact and information release methods

6.3.1 24-hour effective alarm device
The alarm method for dangerous chemicals accidents in the company uses internal telephones, external telephones and other lines for alarms. The headquarters publishes accident messages to the company through the company's communication system according to the situation, and makes emergency evacuation and evacuation alerts. When it is necessary to issue an alert to the society and its surroundings, the command personnel will send alert messages to the government and surrounding units. When the situation is serious and urgent, the head of the government and surrounding units is directly contacted through the headquarters, and the chief commander personally releases the message to the government or the person in charge, and requests that the organization evacuate or request assistance, and maintain telephone contact at any time.
6.3.2 Effective internal and external communication means within 24 hours
The company's emergency rescue personnel use internal and external telephones (including mobile phones, walkie-talkies, etc.) to communicate with each other. The emergency rescue team's telephone must be turned on 24 hours. It is prohibited to change the phone number at will. Under special circumstances, if the telephone number is changed, it must be reported to the Ministry of Administration within 48 hours from the date of change. The administrative office must issue a change notice to members and departments within 24 hours.
6.4 Emergency response
The dangerous targets identified by the company are all in the production area. They belong to the forbidden fire area and the regular maintenance of dangerous targets is institutionalized. Once an accident occurs, the on-site personnel promptly report to the headquarters (HSE department) and promptly invest in emergency elimination and initial emergency treatment. 6.4.1 Handling of Chemical Materials Leakage Accidents in Raw Material Warehouses
6.4.1.1 Risk analysis
The company's raw materials storeroom stores chemical raw materials mainly including triethyl phosphite, sodium methoxide, methanol, and dimethyl sulfoxide. The main risks are leakage and fire and explosion.
6.4.1.2 Disposal procedures
(1) A fire accident may occur in the company's raw material warehouse, mainly because most of the stored raw materials are flammable and explosive chemicals. In the event of a fire in the reservoir area, the discoverer must immediately notify the storekeeper and HSE staff. HSE personnel immediately reported the accident emergency command and the local fire, safety, and environmental protection departments to take emergency measures.
(2) The personnel of the HSE Department immediately dispatched people to block the gate and respond to fire engines and ambulances.
(3) After the members of the headquarters arrive at the scene of the accident, they shall make corresponding emergency decisions according to the state of the accident and the degree of harm, and order the emergency rescue teams to immediately carry out rescue.
(4) For the fire fighting water sprayed during the rescue process, the on-site commander determined that the fire fighting water in the emergency pool should be sent to the environmental protection workshop for treatment according to the water volume and the situation of the waste water station.
(5) Once a large amount of leakage is found, promptly report the alarm and cut off all sources of fire outside the accident area to avoid fire and explosion accidents. The operator on duty immediately shuts down. If there is a fire inside the warehouse, immediately use a dry powder fire extinguisher or sand and stone to extinguish the fire. Take other barrels containing materials out of the warehouse to the warehouse to prevent secondary accidents. If the leaked chemical cannot be recovered, immediately use a large amount of dry sand to absorb the leaked material, and then store the sand and gravel of the absorbed material in an industrial hazardous waste storage point for transportation to a qualified processing unit for processing.
(6) Once the emergency treatment fails, the situation will get out of control, a large amount of chemical leakage will pollute the air, which will cause poisoning of personnel and the explosion of steam clouds. Immediately organize an emergency evacuation of the accident site and company employees.
