1General1.1PurposeofpreparationInordertoeffectivelyprevent,timelycontrolandeliminatethehazardsofenvironmentalemergencies,clarifytheresponsibilitiesofvariousdepartmentstodealwithenvironmentalemergencies,standardizeemergencyprocedures,improvethecompany'sabilitytopreventandcontrolenvironmentalemergencies,andrespondtoemergenciesTheenvironmentalpollutionandecologicaldamagecausedbytheincidentwerereducedtoaminimum,socialstabilitywasmaintained,andpeople'shealthandpropertysafetyweresafeguarded.Thisplanwasprepared.1.2PreparationbasisAccordingtothe"EnvironmentalProtectionLawofthePeople'sRepublicofChina","TheLawofthePeople'sRepublicofChinaonSafeProduction","RegulationsontheSafetyManagementofHazardousChemicals","NationalEmergencyPlanforEnvironmentalEmergencies","GeneralEmergencyPlanforPublicEmergenciesofLiaoningProvinceGovernment"",The"ClassificationandMarkingofCommonlyUsedDangerousChemicals","ClassificationandNumberingofDangerousGoods"andotherrelevantlawsandregulationsandtherequirementsoftheShenyangEnvironmentalProtectionBureauhavepreparedthisplan.1.3scopeofapplicationThisplanisonlyapplicabletosuddenenvironmentalpollutionaccidentsinShenyangXinjiChemicalCo.,Ltd.andShenyangXinxiangChemicalCo.,Ltd.,includingenvironmentalpollutionaccidentscausedbyleakageofdangerouschemicals;wastewaterandwastegascausedbyfailureofproductionequipmentorfireaccidents、Environmentalpollutionaccidentsdischargedunderthestateofwasteresidueaccidents;otheraccidentsthatcancauseenvironmentalpollutiontotheatmosphericenvironment,soil,surfacewater,groundwater,andecologicalenvironment,andenvironmentalpollutionthatmayhaveasignificantimpactonthelivesofplantemployeesorsurroundingresidentsaccident.Accordingtotheseverityandurgencyofenvironmentalemergenciesandtheactualsituationofthecompany,environmentalpollutionaccidentsareclassifiedintothefollowingthreelevels:1.3.1MajorEnvironmentalAccidents(ClassⅠ)Amajorenvironmentalaccidentisonethatmeetsoneofthefollowingconditions:(1)Injuries(threeormoreminorinjuries)ordeathinenvironmentalaccidents;(2)Thepollutionscopecausedbyenvironmentalaccidentsbreaksthroughthefactoryboundaryandcausessubstantialimpactonthesurroundingenvironment;(3)Theenvironmentalaccidentispunishedbytheadministrativedepartment;(4)Ifamajorfireoccursandthefiredepartmentisused;(5)Large-scaleleakageofrawmaterialsintankfarmsandrawmaterialswarehouses;(6)Thecompanysuspendedproductionformorethanonemonthduetotheaccident.1.3.2Majorenvironmentalaccidents(ClassII)Amajorenvironmentalaccidentisonethatmeetsoneofthefollowingconditions:(1)Minorinjuriesto1-3people(including3people);(2)Thepollutionscopecausedbytheaccidentbrokethroughthelocalityoftheaccidentbutdidnotleavetheindustry;(3)Environmentalaccidentsattractedtheattentionofadministrativedepartments;(4)Fireoccurredbutwasextinguishedbyourcompany;(5)Leakageofsolventsintheproductionworkshop;(6)Thecompanysuspendedproductionformorethan10daysduetotheaccident.1.3.3GeneralEnvironmentalAccidents(ClassIII)Otherenvironmentalaccidentsthatneedtobedealtwith.1.4EmergencyPlanSystemAccordingtotheguidelinesforthepreparationofemergencyplansandthespecificsituationofthecompany,ouremergencyplansystemconsistsofacomprehensiveemergencyplan,aspecialemergencyplanandanon-sitedisposalplan.Thecomprehensiveemergencyplanisanoveralldescriptionofemergencypolicies,policies,emergencyorganizationalstructureandrelatedemergencyresponsibilities,emergencyactions,measures,andsafeguards,andotherbasicrequirementsandproceduresforhandlingaccidents.Itisacomprehensivedocumenttodealwithvarioustypesofaccidents.Thespecialemergencyplanisaplanorplanformulatedforspecifictypesofaccidents(suchasdangerouschemicalleakage,floodpreventionandotheraccidents),hazardsources,andemergencyguarantees.Itisacomponentofthecomprehensiveemergencyplanandshouldbeinaccordancewiththeproceduresandrequirementsofthecomprehensiveemergencyplan.Organizedandformulatedasanattachmenttothecomprehensiveemergencyplan.Thespecialemergencyplanshallhaveclearrescueproceduresandspecificemergencyrescuemeasures.Theon-sitedisposalplanisanemergencydisposalmeasuremadeforspecificdevices,placesorfacilities,andposts.Theon-sitedisposalplanshouldbespecific,simpleandhighlytargeted.Theon-sitedisposalplanshouldbepreparedonebyoneaccordingtotheriskassessmentandriskcontrolmeasures,sothatthepersonnelinvolvedintheaccidentshouldbeinformedandproficient,andthroughemergencydrills,achieverapidresponseandcorrectdisposal.1.5WorkingPrinciples(1)Adheretothe"people-oriented,prevention-oriented"principle.Strengthenthemonitoring,monitoringandsupervisionofenvironmentalhazardsources,establishariskpreventionsystemforenvironmentalincidents,activelyprevent,timelycontrolandeliminatehiddendangers,improveenvironmentalincidentpreventionandhandlingcapabilities,andavoidorreducetheoccurrenceofenvironmentalemergenciesasmuchaspossibleToeliminateormitigatethemediumandlong-termeffectscausedbyenvironmentalincidents,toprotectemployees'healthtothegreatestextent,andtoprotectthelivesandpropertyofemployees.Beforeanyemergencyenvironmentalincidentsthatmaycausecasualt
